With reference to your letter of September 18th,
on the subject of the reply to be made to a Note from the United States Ambassador in regard to the bringing into force of the International Opium Convention of 1912,
I am directed by the Secretary of State for Foreign Affairs to transmit to you a copy of the reply as actually sent.
Mr. Secretary Long will notice that the note differs in some respects from the draft reply outlined in the letter from this Department of the 31st August, such modifications being in the main the result of suggestions received from the various departments consulted. It will also be observed that Mr. Balfour's note contains an entirely new proposal, that the question of the enforcement of the measures contemplated in the
Opium
